Jennifer Hallowell
President
Jennifer Hallowell is the President of Hallowell Consulting, LLC, a government relations and communications consulting firm with extensive experience developing and executing successful initiatives for corporate, nonprofit, and public sector clients. She currently represents clients at the state level in various areas including technology, clean energy, and health care. She serves as the Executive Director for the Indiana Technology & Innovation Association (ITIA) and as the Executive Director for the Indiana Leadership Forum (ILF).
Jennifer provides expertise in government relations, association management, lobbying, communications, public relations, issue advocacy, project management, and general consulting. She is an accomplished professional with nearly thirty years of experience managing organizations and advising elected officials and business leaders at the federal, state, and local levels. She has also managed crisis communications, message development, marketing, and grass-tops issue advocacy efforts for several corporate clients.
Jennifer has served as the General Consultant and chief political advisor for U.S. Congressman Luke Messer, Indiana Secretary of State Connie Lawson, Indianapolis Mayor Greg Ballard, and Fishers Mayor Scott Fadness. Jennifer was also a consultant on the Indianapolis Citizens for Wishard Hospital (now Eskenazi Health) public ballot referendum.
Her extensive campaign history includes serving as the Executive Director of the Indiana Republican Party and as the Director of Political Strategy for Indiana Governor Mitch Daniels in his first election. On the national level, in 2008, she was a Regional Campaign Manager for U.S. Senator John McCain’s presidential campaign and the New Hampshire State Director for former NYC Mayor Rudy Giuliani’s presidential campaign. She also served as a consultant for the Michigan Republican Party during the 2010 gubernatorial election and on a successful statewide ballot referendum in 2012.
Jennifer appears regularly on a variety of Indiana political television and radio programs and previously wrote a regular column for the Indianapolis Business Journal Forefront section.

Sabra Stevens
Vice President
Government Relations
Sabra B. Stevens is Vice President of Hallowell Consulting, LLC, where she combines her strong legal background, knowledge of the government process, and a broad range of relationships to provide exemplary client service. An attorney with over 16 years of experience in legislative and executive branch lobbying, Stevens focuses much of her time developing and executing government relations strategies on behalf of our clients. Sabra also assists with association and program management and development.
Prior to joining Hallowell Consulting, Sabra worked for several years as an associate attorney and member of the Government Services and Finance Department in Barnes & Thornburg’s Indianapolis office. Before joining Barnes & Thornburg, Sabra gained experience as a legislative liaison with the Indiana Prosecuting Attorneys Council. In both roles, she developed strategic legislative plans, participated in direct lobbying, and analyzed and articulated the potential effects of various legislation that would impact the organizations she represented.
Sabra also previously served as the assistant director for government relations for Indiana University, Public Affairs, and Government Relations, where she researched and tracked bills and assisted the government affairs team members in relationship development with elected officials, staff, university administrators, lobbyists, and advocates to further the university’s interests.
Active in the community, Stevens is the secretary of the Indiana Leadership Forum and was a graduate of the ILF class of 2013. She is also a board member of the Richard G. Lugar Excellence in Public Service Series, and was a graduate of the 2015-2016 class. She is a member of the Downtown GOP Club, the Indy Bar Government Practice Section Executive Committee, and Cornerstone Lutheran Church.
Sabra is the recipient of The Indiana Lawyer’s Leadership in the Law award, the Best Lawyers Ones to Watch award, and a finalist for the 2021 Best and Brightest award.
In 2012, Stevens earned her J.D. from the Indiana University Robert H. McKinney School of Law. She graduated from Butler University with a B.A. in political science in 2009. Stevens is admitted to practice law in the state of Indiana.

Molly Gillaspie
Vice President
Communications
Molly Gillaspie is Vice President of Hallowell Consulting, LLC where she offers more than a decade of experience in communications, media relations, legislative and political activity. Molly serves as the day-to-day manager of the Indiana Technology & Innovation Association where she spearheads research and policy development, manages committees, operations, membership recruitment, event coordination, message development, and deployment. Molly is the firm’s chief communications expert for corporate, government, and nonprofit clients for whom she crafts messages, and handles media relations and conferences.
Prior to joining Hallowell Consulting, Molly served as Communications Director for U.S. Congressman Luke Messer, a two-term Indiana congressman and member of House Republican Leadership. Molly worked in this role for two years in Washington, D.C., gaining invaluable experience at the federal level and developing national media contacts.
Molly also has experience working on political campaigns. She served as Press Secretary for Luke Messer’s U.S. Senate race, where she developed and executed media strategy for one of the most watched Senate races in the 2018 midterm elections. Additionally, she served as Communications Director for Congressman Greg Pence’s successful 2018 General Election campaign.
In the Indiana statehouse, from 2014 to 2016, Molly served as the Public Information Officer and Spokeswoman for Indiana Attorney General Greg Zoeller, and from 2012 to 2014, she served as Press Secretary and Senior Writer for the Indiana Senate Majority Caucus.
Luke Thomas
Director of Government Relations and Communications
Luke Thomas is Director of Government Relations and Communications at Hallowell Consulting, LLC where he brings statewide relationships and experience to the company, as well as a background in communications, public relations and government.
Luke assists in the development and execution of government relations activities and strategies on behalf of our clients, including policy research, legislative and executive branch outreach, and progress tracking. He also leads, executes and manages public relations and communications activities such as message development, media relations, and digital and social media for our clients.
Prior to joining Hallowell Consulting, Luke served as the press secretary and digital director for the Indiana Republican Party and Eric Holcomb for Indiana, where he executed all external communications, including news releases and statements, rapid response, social and digital media, and email marketing, and handled media relations. Luke also served as the communications director for Brad Chambers’ 2024 Indiana gubernatorial primary race.
From 2019-2021, Luke served as a member of the Perry County Council, leading budget development and becoming a trusted source of knowledge on local government finance. He served as vice president of the council in 2019 and 2020, and president of the council in 2021. Luke also chaired the Perry County Republican Party.
Joel Bragg
Association Director
Joel Bragg is Association Director at Hallowell Consulting. He brings a diverse range of experiences in managing communications and operations for political parties and campaigns, along with a network of statewide relationships.
Joel manages the Indiana Technology and Innovation Association (ITIA), where he uses his STEM background and passion for public policy to advocate for the state’s technology-driven companies and partners. In this role, he oversees the association’s external communications, policy research and development, and manages committees, operations, membership recruitment and event coordination.
Before joining Hallowell Consulting, Joel served as the executive director for the Marion County Republican Party for three years. He planned and developed messaging for candidates and the party, oversaw internal operations and fundraising events, and led grassroots teams to success. He also served as the political director for Chambers for Indiana and further developed statewide relationships as a business development manager at Weddle Brothers Construction Companies.
Before becoming politically involved, Joel served as a research associate in a lab focused on developmental biology at IU School of Medicine.
Zach Boyle
Advocacy and Operations Coordinator
Zach Boyle is the Advocacy & Operations Coordinator at Hallowell Consulting, LLC. In this role, he aids in the operational and day-to-day management of multiple clients. Zach currently serves as Program Coordinator for the Indiana Leadership Forum, a 501c3 seminar series centered on government and political leadership. He also contributes to the administrative team of the Governmental Affairs Society of Indiana, overseeing member communications, database management, and event coordination.
Zach assists the firm’s lobbying activities by tracking clients’ legislative priorities, monitoring committee and floor hearings, drafting client updates, compiling issue research, and organizing advocacy events.
For various advocacy and corporate clients, Zach’s role includes managing databases, monitoring and drafting social media content, developing and deploying various communications, as well as planning and executing events.
Before joining Hallowell Consulting, Zach Boyle worked on the Indiana Senate Majority Campaign Committee serving as Field Director for Kyle Walker’s successful 2022 State Senate campaign. In this capacity, Zach managed grassroots activities and communication efforts, ultimately achieving success in one of the most closely watched and expensive races in the state that year.
During his time at Indiana University, Zach also worked as an Intern for the Office of U.S. Senator Todd Young. In this role, he engaged with constituents daily and assisted in addressing various issues, questions, and concerns with various Federal departments.
